Brief

The University of Liverpool is seeking a commercial partner or consortium to deliver a six-month pilot programme (October 2026 to March 2027) supporting small and medium-sized enterprises (SMEs) in the Liverpool City Region. The programme, known as the 'Trials Tank' pilot, will help SMEs explore, develop, and demonstrate dual-use products and services—technologies and innovations applicable to both commercial and defence sectors. The pilot is demand-driven, addressing real technical and capability challenges identified by UK Prime contractors and sourced from recent UK Defence Innovation (UKDI), Innovate UK, and Ministry of Defence (MOD) funding calls. Successful suppliers will deliver comprehensive support services aligned with the detailed specification and project timeline provided. Any resulting contract will be governed by the University of Liverpool's standard Terms and Conditions of Contract.
