Financial Independence Support Services for Vulnerable Adults in Cardiff

Cardiff Council is commissioning Independent Financial Support Services to help vulnerable adults who struggle to manage their finances due to mental capacity issues, impairment, or risk of financial exploitation. The service is designed for adults with learning disabilities, autism, neurodiverse needs, mental health issues, substance misuse problems, older people with or without dementia, and those with physical or sensory impairments. Providers must deliver comprehensive financial support including Court of Protection representation, Lasting Power of Attorney advice and management, Appointeeship services, Will and Trust advice, financial advice, and face-to-face support. Staff must be highly trained in safeguarding, the Mental Capacity Act, money management, and Department of Work and Pensions regulations. Key requirements include: a dedicated online referral platform for social workers; a central Cardiff office open Monday to Friday year-round (excluding bank holidays); the ability to provide accessible, personalized face-to-face support; and expertise in supporting individuals who lack financial capacity, have safeguarding concerns, live in care homes, or are vulnerable to exploitation. Providers must demonstrate specialist capability across all core service areas and have sufficient resources to serve vulnerable adults across Cardiff.
