Best Start Family Hubs Programme – Worcestershire Expansion

Worcestershire County Council is expanding and strengthening its Family Hubs service to align with the national Best Start Family Hubs and Healthy Babies programme (April 2026 to March 2029). This procurement supports the delivery of integrated family and health support services that help families access help earlier and more easily during pregnancy and the early years. The service aims to provide a welcoming front door for families from conception to age 19 (up to 25 for young people with SEND), with emphasis on early identification, prevention, and reducing inequalities. Local areas will bring together health, education, early years, parenting and community support through a network of linked services and outreach locations. Worcestershire has two procurement lots: - Lot 1: Bromsgrove, Redditch, Wyre Forest, Great Witley and Tenbury Wells - Lot 2: Worcester City, Wychavon and Malvern Hills (excluding Great Witley and Tenbury Wells) Suppliers should be prepared to deliver expanded access, enhanced outreach, strengthened partnership working, and improved support for families during pregnancy and the early years to support the Government's ambition for more children to achieve good development by age five.
