Direct Payment Support Service for Care Recipients

The Direct Payment Support Service (DPSS) is a procurement opportunity for a service provider to support individuals in Peterborough who manage their own social care through Direct Payments. The successful bidder will provide person-centred support enabling recipients to act as employers, manage their care safely and legally, and maintain independence and choice. Key responsibilities include: delivering information, advice and guidance on employer responsibilities; managing the Personal Assistant Register; providing financial services including managed accounts and auditable payroll; and ensuring consistency across Children and Adult's Social Care. The service will be procured under the Procurement Act 2023 using an open procedure, potentially with Light Touch Regime flexibilities. The contract will run for up to 6 years (initial 3-year term with options to extend for 24 and 12 months). The anticipated service start date is 1st October 2026, subject to the Authority's governance requirements. Peterborough Council is seeking an experienced provider capable of delivering high-quality, legally compliant support within the wider social care framework.
