Tree Management and Arboricultural Services Contract

This contract covers the comprehensive management, maintenance, and care of trees across public spaces including parks, streets, and open spaces. The service provider will be responsible for ensuring the health, safety, and sustainability of the council's tree population while meeting statutory duty of care obligations under the Occupiers' Liability Act, Health and Safety at Work Act, and Highways Act. Key services include: tree planting and establishment, watering and young tree care, routine maintenance and pruning, tree removal, and 24-hour emergency response for tree-related incidents. The contractor will also support the council's environmental objectives including improved air quality, enhanced biodiversity, and climate change mitigation, while contributing to town planning requirements and broader sustainability initiatives. The successful provider must deliver high-quality arboricultural operations on highway trees, council-owned trees, parks, cemeteries, and housing estates while minimizing liability risks and property damage from tree failure. The contract emphasizes flexibility for future integration with highways or public realm services, enhanced social value contributions, and strong contract management with performance accountability through key performance indicators related to service quality, environmental outcomes, and community engagement.
