Leisure Investment Framework - Market Engagement

The Council is conducting preliminary market engagement to develop a potential Leisure Investment Framework under the Procurement Act 2023. We are seeking delivery partners to collaborate on investment, development and operation of leisure, health and wellbeing facilities including leisure centres, swimming pools, fitness facilities and outdoor recreation assets across the district and potentially for other public sector organisations. The Council is considering a framework arrangement that would allow multiple eligible contracting authorities to call off contracts for leisure investment and operations over a defined period. We welcome innovative approaches including new infrastructure and technologies. This engagement seeks your feedback on: market interest and capacity; optimal framework scope, structure and duration; potential delivery, commercial and funding models; risk allocation and partnership approaches; and barriers to participation for SMEs and VCSEs. We are interested in views on design-build-operate-finance models, joint ventures, concessions, partnerships, whole life asset management, decarbonisation, and commercially sustainable inclusive leisure provision. Any subsequent formal procurement will be advertised in accordance with the Procurement Act 2023.
