Brief

Hyde Housing Association is establishing a multi-supplier framework to provide compliance services across the UK property and housing sector. This is a significant procurement opportunity worth an estimated £2.688 billion (exc VAT) over a possible six-year term (four years initial plus two-year extension option). The framework comprises 141 lots organized across five regions: London/South East/East England, South Wales/South West, East/West Midlands, North Wales/North England, and a national region. Each lot covers specific compliance workstreams including servicing, maintenance, and installation programmes. Hyde anticipates appointing approximately ten suppliers per regional lot and twelve suppliers per national lot, though these numbers may be adjusted. The framework will operate under the Procurement Act 2023 and will be administered by Pretium Frameworks Ltd on Hyde's behalf. Access is available to UK public sector bodies including Local Authorities, Registered Providers, NHS entities, educational establishments, government agencies, and their supply chains through an Access Agreement. Suppliers can bid for combinations of regional or national lots. Call-off contracts may be awarded without further competition or through mini-competition. Individual contracts can be extended up to a maximum of 15 years, subject to performance and budgetary approval. This framework is suitable for SMEs and all qualified operators are encouraged to bid based on published criteria.
