Urban Traffic Management Programme Evaluation

This is an impact evaluation opportunity for the Unified Traffic Management Centre (UTMC) programme in West Yorkshire. The evaluation will assess how well the programme achieves its core vision: creating a properly resourced and integrated service for key transport routes that effectively manages congestion, ensures efficient network operation, and builds resilience with a local focus. The programme comprises three main workstreams: (1) On-street improvements including traffic signals and road infrastructure upgrades; (2) Implementation of a Unified Urban Traffic Control system for coordinated management; and (3) Establishment of a Unified Urban Traffic Control service for ongoing operations and monitoring. Suppliers are sought to conduct a comprehensive impact evaluation examining the effectiveness, efficiency, and outcomes of these integrated interventions.
