Mid Devon Open Space, Allotments and Play Area Study

Mid Devon District Council is seeking a qualified consultant to prepare an updated Open Space, Play Area and Allotments Study for Plan Mid Devon (2026-2046). The study will establish a current audit and baseline, identify gaps and surpluses in provision, set locally justified standards, assess growth options, and provide policy recommendations for developer contributions and long-term management. The work must include data review, site audits, GIS mapping and accessibility analysis, quality assessment, allotment demand evidence, and publication-ready reports with editable datasets. The consultant will work alongside Council officers who will lead client management and decision-making. This is a single-stage competitive procurement under the Procurement Act 2023 with a maximum budget of £30,000 (inc. VAT). Award will be based on 70% quality and 30% price. The contract runs from November 2026 to June 2027. The study must coordinate with related evidence streams (Green Infrastructure Strategy, Playing Pitch Strategy, Built Facilities Strategy) and produce outputs suitable for use by successor authorities following Local Government Reorganisation. External support is required due to the specialist nature of Local Plan evidence, play provision, site-audit methodology, GIS modelling and standards development.
