Alternative Provision Framework for Children and Young People in Wolverhampton

The City of Wolverhampton Council is seeking service providers to deliver alternative educational provision for children and young people who are permanently excluded, subject to fixed-term exclusions, at risk of disengaging from education, or require alternative provision as outlined in their Education, Health and Care Plan (EHCP). This open framework tender covers six lots: Lot 1 (Primary Registered Settings), Lot 2 (Primary Phase Inclusion and Engagement), Lot 3 (Secondary Registered Settings), and Lot 4 (Secondary Phase Inclusion and Engagement). The framework operates as a pseudo framework agreement under the Light Touch Regime of the Public Frameworks Regulations 2015. Successful providers must meet minimum acceptable performance standards measured through key performance indicators. The framework commenced 1 September 2025 for an initial 5-year term, with an option to extend for up to 2 additional years at the Council's discretion.
