    Brief

    The City of Wolverhampton Council is seeking service providers to deliver alternative educational provision for children and young people who are permanently excluded, subject to fixed-term exclusions, at risk of disengaging from education, or require alternative provision as outlined in their Education, Health and Care Plan (EHCP). This open framework tender covers six lots: Lot 1 (Primary Registered Settings), Lot 2 (Primary Phase Inclusion and Engagement), Lot 3 (Secondary Registered Settings), and Lot 4 (Secondary Phase Inclusion and Engagement). The framework operates as a pseudo framework agreement under the Light Touch Regime of the Public Frameworks Regulations 2015. Successful providers must meet minimum acceptable performance standards measured through key performance indicators. The framework commenced 1 September 2025 for an initial 5-year term, with an option to extend for up to 2 additional years at the Council's discretion. Services will be accessible to City of Wolverhampton Council, schools, and academies across Wolverhampton.
