    The Council is seeking to appoint multiple service providers through a flexible Procured Service Arrangement (PSA) framework, primarily for Employability Services but available to all Council services. The PSA will be procured using the 'light touch' procedure under the Public Contracts (Scotland) Regulations 2015, ensuring equal treatment, non-discrimination, and transparency while maintaining flexibility. Key features: no limit on the number of providers appointed to any lot; the PSA remains open throughout its lifetime with new providers added at regular intervals; applications are evaluated in phases based on closing dates; and the PSA reopens for new applications between each phase.
