East West Railway Support Works Framework - Supplier Opportunity

East West Railway Company is establishing a multi-lot Programme Support Works Framework valued at up to £500m over 8 years to deliver enabling, survey, and early-stage works for the East West Rail programme. The framework will coordinate ground investigations, environmental and ecological assessments, utilities surveys, archaeological work, and site preparation activities to accelerate programme readiness and reduce delivery risk ahead of main construction. The procurement will be conducted under the Procurement Act 2023 using a Competitive Flexible Procedure across six specialist lots: Lot 0 (Principal Contractor/Integrator - single award), Lot 1 (Historic Environment), Lot 2 (Ground Investigation & Monitoring), Lot 3 (Environmental & Ecological Surveys), Lot 4 (Environmental & Ecological Works), and Lot 5 (Enabling Works). Multiple suppliers will be awarded to each lot except Lot 0, encouraging participation by SMEs and Tier 2/3 suppliers. The framework runs for 4 years with optional extensions of 2+1+1 years. Evaluation will assess quality, price, and social value. NEC4 contracting arrangements will apply with call-offs using the appropriate form (ECC, PSC, ECSC, PCSC) and pricing options based on scope and risk.
