Civils Examination Services for Earthworks - Wales & Western Region

Network Rail is seeking qualified providers to deliver comprehensive civil examination services for railway earthworks assets across the Wales & Western region. This framework opportunity covers inspection, examination, and reporting of earthwork structures including soil cuttings, rock cuttings, embankments, natural slopes, and coastal/estuarine defences that protect railway infrastructure. Providers will conduct three types of examinations: cyclical examinations performed on a scheduled basis, rapid response examinations for emergency situations, and geotechnical incident reports. Each examination requires production of detailed reports, site access arrangements, vegetation clearance as needed, and data recording in Network Rail's Earthworks Database using designated examination software. Providers must support the Employer's Representative in managing examination coordination and offer rapid response services for earthwork failures. The framework anticipates a strategic shift toward non-traditional examination methods integrating satellite data and other datasets, with expected reductions in on-site traditional examinations (50% reduction for Condition A-C assets in Year 4 and 70% in Year 5, excluding rock cuttings). Compliance with Network Rail standards NR/L3/CIV/065 and NR/L3/CIV/185 is required.
