Preliminary Market Engagement for Adult Supported Housing Services

Swindon Borough Council is conducting Preliminary Market Engagement (PME) to gather market insight and inform future commissioning of supported housing services for adults. This engagement seeks input from providers, professionals, and people with lived experience to shape the Council's approach to supporting vulnerable adults. The scope covers supported housing services for three priority groups: people experiencing or at risk of homelessness, individuals with mental health needs, and adults with disabilities. Future services are expected to provide accommodation and support to help adults sustain independent living, promote wellbeing, enable access to wider services, and support progression toward independence. This is a market engagement exercise only—it does not constitute a procurement tender and does not seek pricing, commitments, or guarantees. The engagement aims to understand current market capacity, pressures, and potential future risks. Note that children's supported housing is being developed separately with its own engagement and tender process.
