    Brief

    Winchester Council is seeking a local delivery partner to assess and support ten micro or small businesses in the Winchester district to improve their digital capability. The programme includes: (1) in-person digital assessments evaluating current capability across operational and commercial areas, (2) tailored action plans delivered within two weeks prioritising quick wins and long-term improvements, (3) up to four hours of one-to-one support per business to implement priority actions, (4) progress check-ins to review and refine next steps, and (5) final reviews to capture outcomes and impact. The delivery partner must be based locally in Winchester district and able to deliver the majority of the programme face-to-face. A comprehensive final report is required including business summaries, assessment findings, action plans, and detailed case studies of at least three participating businesses for publicity and learning purposes. All assessments and action plans must be submitted to the council. Clarification questions should be emailed to Emily Reason, Sector Project Officer (ereason@winchester.gov.uk) by 9am Monday 1 June 2026. Quotes must be submitted by 9am Monday 8 June 2026.
