    Brief

    The Security Industry Authority (SIA) is seeking a digital delivery partner to design, build, and support a new public-facing digital service for Martyn's Law compliance. This service will enable venue and event organisers (Responsible Persons) to understand their security duties, submit notifications, and manage security plans, while providing SIA regulatory staff with tools to assess notifications, conduct inspections, enforce compliance, and manage intelligence. The work will be delivered through the Crown Commercial Services (CCS) Digital Specialists and Professionals Framework (RM6263, Lot 1) and includes Alpha, Technical Build, Private Beta, Public Beta, and Hypercare phases. The successful supplier must demonstrate thorough understanding of regulatory operations and public protection requirements, design the service to meet Government Digital Service (GDS) standards, and pass GDS assessments at the end of each delivery phase (Alpha, Private Beta, Public Beta) as well as internal SIA reviews as part of programme governance. This is a critical project supporting the implementation of new statutory duties for premises and events under Martyn's Law.
