Dudley Council Flexible Learning Support Framework

Dudley Metropolitan Borough Council is establishing a Flexible Learning Support Framework to provide high-quality, personalised education and support for children, young people, and young adults requiring alternative, additional, or specialist provision. The framework aims to ensure every learner receives tailored support that promotes engagement, improves wellbeing, supports progress, and delivers positive long-term outcomes. Who can apply: Education providers, alternative provision settings, specialist support services, training organisations, community and voluntary groups, therapeutic practitioners, employers, and organisations offering vocational, employability, or life-skills opportunities. The Council particularly welcomes applications from small and medium-sized enterprises (SMEs), voluntary, community and social enterprise (VCSE) organisations, and local providers. What we're looking for: Forward-thinking providers who can deliver accessible, high-quality support demonstrating strong safeguarding practices, effective partnership working, robust quality assurance processes, and commitment to continuous improvement. Services must respond to local needs, meet statutory responsibilities, and create positive social value for children, families, and the community. How it works: A pseudo Dynamic Purchasing System (PDPS) will be established with an initial admission stage followed by call-off stages. After the initial phase, the framework will reopen and remain continuously open for new applications throughout the contract duration. Note: The Council reserves the right to use powers under Section 21 of the Procurement Act 2023 and Schedule 8, paragraph 1(a) to issue tender notices and make permitted contract modifications where statutory conditions are met.
