Building and Construction Consultancy Services Framework Agreement

The London Borough of Hillingdon is establishing a 4-year Framework Agreement to engage qualified building and construction consultants across 10 specialist service areas. The framework includes: Multi-Disciplinary Services, Architectural and Building Design, Building Services Engineering (M&E), Building Surveying, Structural Engineering, Quantity Surveying, Environmental and Sustainability Advisory, Employers Agent, CDM Principal Designer, and Building Safety Act Principal Designer roles. The procurement uses a competitive two-stage process: Stage 1 evaluates applicants on technical quality (100%) with the top 10 ranked bidders per lot advancing to Stage 2; Stage 2 (Invitation to Tender) evaluates shortlisted applicants on price (30%) and technical quality (70%). Up to 6 successful consultants per lot will be awarded framework places, with a maximum of 6 lots per consultant. Consultants must submit fixed maximum fees for all project price bands (A-G, ranging from £0-£20M+) within their selected lots. Projects exceeding £20M will require a mini-competition. All awarded call-off contracts are subject to a 1.5% rebate payable to the Council. The framework will be available to other public bodies nationally. Tenderers must complete all required sections for each lot to be considered.
