    Brief

    The Combined Authority is seeking a single supplier to provide, operate, and manage a micromobility service (e-scooters and e-bikes) in Cambridge and surrounding settlements, with potential expansion across the wider Combined Authority area. This is an 18-month concession contract with an optional extension of up to 3.5 years (maximum 5-year total duration). As a concession contract, the successful supplier will be responsible for all operational and financial risk, including service provision, maintenance, user revenue generation, and demand management. The Authority will not provide subsidies, guarantee demand levels, or offer financial support. The supplier must generate revenue directly from users and manage the associated commercial risks. Key contractual requirements include micromobility service operations, payment terms, TUPE compliance, novation and warranties, GDPR compliance, and insurance provisions. The contract will be awarded to the supplier demonstrating the strongest expertise, resources, and project delivery approach, with quality criteria becoming binding contractual obligations. The contract will be executed under hand.
