Mobile Plant Equipment Leasing and Services Framework

Lancashire Renewables Ltd (LRL), a company jointly owned by Lancashire County Council and Blackpool Council, operates two waste treatment facilities in Leyland and Thornton. Each facility spans approximately 40 acres and processes household and residual waste through various treatment methods, including an Anaerobic Digestion process restarting in 2026. LRL requires a framework for leasing mobile plant equipment and associated services to support site operations, including waste movement, HGV loading, hopper feeding, and material handling. Equipment will be operated by LRL's in-house team. This framework is divided into three lots: Lot 1 covers mobile plant excluding material handlers (wheeled front-end loaders, teletrucks, telehandlers, and forklift trucks); Lot 2 covers material handlers (electric and diesel machines); and Lot 3 covers shredder provision. While primarily based in Lancashire, the framework may be utilized across the UK by listed contracting authorities through individual call-off contracts.
