Survey of Household Finances - Soft Market Test

The Bank of England is conducting a soft market test to assess supplier capability for delivering a new Survey of Household Finances, with operations commencing in H2 2027 or H1 2028. This is not a formal tender and will not result in a contract award. Key Requirements: - Deliver an online household survey (approximately 15 minutes) designed by the Bank of England - Provide a nationally representative UK sample with surveys conducted twice per calendar year - Link survey responses to transaction-level financial data (such as current account information) for the same respondents, capturing income and expenditure flows at individual or account level - Ensure full compliance with data protection legislation and ethical standards, including informed and revocable respondent consent, appropriate governance, security, data minimisation practices, and use of regulated access frameworks (e.g. Open Banking) where relevant Potential delivery approaches may include: existing consented panels with linked data, recruitment of customers from financial institutions, or respondent-authorised account linkage through Open Banking or similar mechanisms. This soft market test will inform the Bank's understanding of feasible delivery models. Information gathered will be shared transparently with all potential bidders in the future procurement process. Non-participation will not disadvantage any supplier.
