    Brief

    The Cabinet Office and No10 Delivery Unit are seeking research support to understand how government can promote the exchange of learning and adoption of best practice across UK public services. This is a preliminary market engagement exercise to gauge supplier interest and capacity for a 6-month research project scheduled for late 2026. The research will likely involve conducting an evidence review of knowledge exchange approaches in complex systems, with emphasis on practical adoption processes, and producing recommendations for government to accelerate adoption across the public sector. Recommendations may address targeted incentives, capability-building, accountability frameworks, and draw on international and private sector examples. This work will support the Test, Learn and Grow programme, which designs and scales innovative solutions to complex challenges, and the No10 Delivery Unit's goal of translating policy into real-world public impact while embedding delivery best practice across government. This notice is for market engagement only and does not formally commence procurement. Any future procurement will likely use the Crown Commercial Services Research and Insights DPS (RM6126).
