Horsham Markets Operator Contract

Horsham District Council is seeking an experienced Market Operator to manage and operate its markets portfolio, including Carfax and Bishopric/West Street Markets in Horsham, from 1st January 2027. This is a 5-year concession contract with a 1-year extension option. The successful operator will be responsible for all aspects of market management, including day-to-day operations, marketing, vendor relations, and continuous improvement. Key responsibilities include maintaining commercially viable and sustainable markets, supporting local producers and independent businesses, ensuring high standards of safety and customer experience, generating revenue for the Council, enhancing Horsham's reputation as a destination town, and promoting responsible business practices. The operator must balance commercial viability with community benefit, supporting the local economy and wider stakeholder objectives.
