    Brief

    The Ministry of Justice is establishing an open framework agreement for Community Accommodation Services (CAS) to provide temporary accommodation and support for individuals leaving custody or serving sentences in the community. This is a light touch open framework procurement under the Procurement Act 2023, structured into four independent lots: (1) Independent Approved Premises with 24-hour staffing for high-risk individuals; (2) General Accommodation and Support for those leaving custody or on bail; (3) Temporary Accommodation with Floating Support for those at risk of homelessness; and (4) Alternative Community Accommodation for those with specific service needs. The framework has a maximum 8-year term (October 2026 to October 2034) with reopening points for new supplier admission. The total estimated framework value is £2 billion across all lots, with no spending cap per lot. Suppliers can apply for one, multiple, or all lots and will compete for call-off contracts if admitted. The procurement follows an open procedure with evaluation based on supplier suitability, financial standing, and technical capability. Tenders must be submitted electronically via the Ministry of Justice Jaggaer portal by 12 June 2026. Services will be delivered across England and Wales with geographic scope determined by individual call-off contracts. Participation does not guarantee framework admission or contract award.
