    Brief

Hull City Council is seeking input from potential service providers through Preliminary Market Engagement (PME) for the Priory Park Park and Ride Service in Kingston upon Hull. This is an early engagement opportunity—not a formal tender—designed to gather market feedback and inform how the council might structure a future procurement. Organisations are invited to share their views on service delivery approaches, market innovations, and solutions to meet the council's requirements. Participating in PME does not guarantee a future procurement opportunity and does not affect your competitiveness if a tender is subsequently released. Following this engagement period, the council will decide whether procurement is the appropriate path forward. If a tender proceeds, it is anticipated to be published in October 2026 through a single-stage open process. The anticipated contract would run for 2 years with an optional 12-month extension, valued at approximately £120,000 per annum.
