    Brief

The Council is procuring a Financial Resilience Service and Community Coordination function funded by the Department for Work and Pensions (DWP) to support households experiencing financial crisis and build long-term financial resilience across Leicestershire. The service aims to help residents move beyond immediate crisis, improve financial stability, reduce debt, increase access to advice and support, and reduce repeat crisis demand through improved collaboration across organizations. The contract is divided into 8 lots: Lots 1-7 cover Financial Resilience Services for each of Leicestershire's district and borough areas (Blaby, Charnwood, Harborough, Hinckley and Bosworth, Melton, North West Leicestershire, and Oadby and Wigston), with varying population sizes and geographic characteristics ranging from urban to rural settings. Lot 8 is a countywide Community Coordination function that will work strategically across all seven areas to strengthen collaboration between service providers, local authorities, and VCSE organizations, improve referral pathways, identify system gaps, and promote an accessible and effective financial resilience support network for the county's 712,000 residents. The contract runs for 2 years and 5 months from 2 November 2026 to 31 March 2029, with a total budget of £3,411,573.
