The Neutral Vendor acts as intermediary between public sector organizations and the supply chain, managing procurement, vendor relationships, and service delivery. Primary focus is the Education Sector, but the framework is available to all public sector organizations. Key framework objectives include: Value for Money through competitive bidding and benchmarking for direct awards; Fully Managed Service with personalized customer engagement, advisory support, and knowledge-building from previous interactions; High Quality ICT Solutions tailored to specific organizational requirements; Full Transparency including shared benchmarking data, competition information, and complete visibility of whole-life costs and supplier fees; Process Efficiencies through consolidated invoicing, streamlined procurement, and reduced administrative burden; Effective Supply Chain Management with supplier standards alignment, quality onboarding, customer choice, and fair opportunity rotation; and Sustainability and Social Value alignment with organizational objectives. Suppliers should demonstrate capability to support public sector customers' strategic outcomes while maintaining service quality and cost-effectiveness.
