Tipperary County Council – Architect-Led Design Team Services for Clonmel Town Centre Regeneration

Tipperary County Council is seeking a Single-Party Framework Agreement for comprehensive Architect-Led Integrated Design Team consultancy services to support public realm, landscape, and building upgrade projects in Clonmel, Co. Tipperary. The successful consultant must provide or coordinate all required disciplines including: architectural design, conservation architecture, landscape architecture, civil and structural engineering, quantity surveying, project management, design supervision, employer's representation, stakeholder engagement, mechanical and electrical engineering, planning, archaeology, and fire engineering services. The role requires an architect to serve as Lead Consultant, coordinating the multi-disciplinary team and managing programme, cost, and delivery across all project phases from design through construction completion. The initial contract will focus on further developing and delivering a previously approved town centre streetscape and public realm upgrade, plus design work for a recently acquired protected heritage structure. The consultant may be required to manage public realm, landscape, civil engineering, and heritage building works throughout detailed design, tender, construction, and handover stages. During construction, the team will provide technical support, site queries response, and variation advice. Projects are anticipated to be funded through the Towns and Cities Regeneration Investment Fund (TCRIF) and other available programmes. This is a restricted procedure competition with a two-stage evaluation process: Stage 1 assesses suitability and selection criteria, with up to five highest-scoring applicants invited to Stage 2 for tender submission and award criteria evaluation.
