Childcare Provider Framework Agreement for 2-Year-Olds in Powys

Powys County Council is establishing a framework agreement to commission childcare settings to deliver the Welsh Government Childcare programme for 2-year-olds across Powys. The programme provides free, high-quality childcare to all eligible children aged 2 years and above who are residents of Powys, offering up to 2.5 hours per day (maximum 12.5 hours per week). Childcare settings will support children's development across multiple outcomes including language, cognitive, social and emotional development, physical health, and early identification of high needs, whilst helping to reduce child poverty. This framework agreement will be awarded under Regulations 74-77 of the Public Contract Regulations 2015 Light Touch Regime, ensuring transparency and equal treatment of all providers whilst maintaining operational flexibility. Childcare settings are invited to apply to join the framework and deliver services to eligible children in the Powys area.
