Asbestos Management, Consultancy and Removal Services Framework

National Grid is seeking qualified suppliers to provide comprehensive asbestos consultancy, management, analytical, mitigation, containment and removal services across its operational and non-operational sites in England and Wales for two business units: National Grid Electricity Transmission (NGET) and National Grid Electricity Distribution (NGED). The 4-year initial framework agreement with two 4-year extension options covers both planned and reactive services including routine maintenance, refurbishment, demolition, emergency response and capital projects. Consultancy Services: Suppliers must conduct management surveys, refurbishment and demolition surveys, asbestos risk assessments and site-specific management plans. Services include UKAS-accredited sampling, testing, laboratory analysis, air monitoring, four-stage clearance procedures, technical advice, quality assurance, compliance auditing, contractor oversight and specification development. Suppliers must also provide and maintain a secure web-based asbestos management database for storing and reporting asbestos information across National Grid sites. Removal Services: Suppliers must undertake both licensed and non-licensed asbestos works in full compliance with the Control of Asbestos Regulations 2012 (CAR 2012) and HSE guidance. Licensed works include removal, encapsulation, remediation, environmental cleaning, decontamination, emergency response, installation of enclosures, dismantling of asbestos-containing equipment, and transportation and disposal of asbestos waste. All personnel must be suitably trained, qualified and competent, with appropriate licences, accreditations, insurances and permits required.
