Recruitment, Verification, and Payroll Management of Non-Permanent Workers in Sri Lanka

The British Council in Sri Lanka seeks an experienced outsourcing vendor to manage recruitment, verification, and payroll services for Non-Permanent Workers (NPW), including examination venue staff and hourly-paid teachers. The organization administers approximately 100,000 exams annually across offices in Colombo, Kandy, Jaffna, and Malé (Maldives), requiring approximately 500 venue staff and examiners including Chief Supervisors, Assistant Supervisors, Invigilators, Marshals, Back-office Staff, and Examiners. The successful vendor must be an established employee placement agency with proven experience in end-to-end staffing solutions and payroll management. The British Council can transition its existing pool of venue staff and teachers to the vendor, with the option for the vendor to manage payroll only on a monthly basis. Vendors may also propose full recruitment and verification services for new positions. Interested parties should have demonstrated capability in managing large-scale contractual relationships and complex payroll operations.
