Cube Model Audit Services for Northern Transport Modelling System

TfN is seeking an experienced supplier to provide external audit services for the Northern Transport Modelling System (NorTMS), a Cube-based transport demand model focused on intercity rail in the North of England. Audits will be conducted on a call-off basis when stable model releases become available, with a one+one+one year framework agreement. The successful supplier must have expert-level knowledge of Cube model review and competent Python skills, and must not have previously worked on NorTMS or related TfN framework projects except for prior NorTMS audits. Each audit will include a comprehensive review of all model inputs and outputs, assessment of model fitness for purpose including use in Northern Powerhouse Rail scheme evaluation, and delivery of a detailed audit report. Deliverables will comprise a RAG-rated technical assessment, a plain English summary for general audiences, a detailed technical report for modelling professionals, recommendations for improvement, and best practice guidance on Cube model application.
