    Brief

The SUMIT Project seeks suppliers to develop and deliver three interconnected digital products for substance use and mental health services across Northern Ireland, the Republic of Ireland, and Scotland. Funded through PEACEPLUS and led by Queen's University Belfast with the Digital Health & Care Innovation Centre, this cross-border initiative aims to serve 1,500 beneficiaries and train 500 staff members. The procurement comprises three lots: Lot 1 (Self-Directed Help) - digital tools for independent access to information and support with anonymous options; Lot 2 (Personalised Journey) - solutions for recovery tracking, goal-setting, and peer support; and Lot 3 (Service User Database) - systems for person-held records and secure data sharing across services. Suppliers must demonstrate how their solutions deliver measurable user and service outcomes, including improved access to support, sustained engagement, increased digital inclusion, and enhanced service insights. Solutions must be outcome-focused rather than purely technical and comply with UK GDPR, EU GDPR, and the Data Protection Act 2018. The contract will be available for use by core partners including Queen's University Belfast, Trinity College Dublin, and University of St Andrews, plus multiple health and voluntary sector organizations across all three jurisdictions. Tender documents are available exclusively on Public Contracts Scotland-Tender (search Project Code: project_32023). Bidders must register on PCS-Tender to access documentation and submit proposals by the published deadline of 09/06/2026.
