    Brief

Southend-on-Sea City Council is establishing an open framework agreement for the supply, installation, maintenance, and removal of stairlifts and specialist lifts for disabled and older residents. The service will support the Council's statutory adaptations service, Disabled Facilities Grants programme, and Housing Revenue Account delivery. Services required include site surveys, professional installation, testing, and regular servicing with contract terms of 12 months, 5 years, or 10 years from installation date. Successful suppliers will help residents maintain independence and safe living in their own homes while reducing pressure on residential care and hospital services. The Council is seeking suitably qualified organisations with expertise in accessibility equipment installation. Tender publication is anticipated by the end of November 2026.
