Brief

The Office of the Police and Crime Commissioner for Cambridgeshire and Peterborough is inviting tenders from specialist providers to deliver the DRIVE Project model, an evidence-based intervention targeting high-risk domestic abuse perpetrators. This nationally recognised programme aims to reduce serious harm by addressing the behaviours of perpetrators who pose the greatest risk to victims, children, and communities. The successful provider will deliver intensive, one-to-one case management and tailored behaviour change interventions for up to 125 high-risk perpetrators, working in close partnership with statutory and voluntary sector agencies. The DRIVE Project will integrate with existing multi-agency safeguarding structures, including MARAC, DA Perpetrator panels, and Integrated Offender Management arrangements. Key objectives include reducing repeat and serial domestic abuse, lowering risk to victims, improving safety outcomes, and strengthening system-wide responses to high-harm perpetration. All delivery must prioritise victim safety and ensure interventions are proportionate, risk-led, and aligned with national best practice. We seek providers with proven experience in domestic abuse perpetrator interventions, demonstrated partnership capability, and capacity to deliver the DRIVE model with fidelity while responding to local needs, risks, and priorities.
