Young People Housing Support Services Recommissioning

Cardiff Council is recommissioning integrated housing-related support services for young people aged 16-24 who are homeless, at risk of homelessness, or leaving care. This procurement consists of three contract lots: Lot 1 provides advice, prevention, early intervention, and supported lodgings management (£350,000 per annum); Lots 2 and 3 each provide supported accommodation for approximately 110 units including hostels, houses in multiple occupation, dispersed housing, and housing-first options, with flexible support tailored to individual needs and move-on floating support (approximately £2,900,000 per annum each). The Council will manage properties while successful tenderers handle support delivery, housing management duties, and rental agreements with landlords. Contracts will commence 1 April 2027 for an initial five-year term with optional extensions up to two further 12-month periods (maximum seven years total). This recommissioning strengthens prevention services, improves client pathways, and responds to increasing complexity in young people's needs, supporting the Council's statutory housing and social care duties and alignment with Cardiff's Housing Support Programme Strategy and Corporate Parenting Strategy.
