    Brief

This procurement seeks a digital solution provider to deliver a comprehensive platform for managing looked-after children (LAC) within the council's Virtual School. The solution must include: (1) Real-time attendance monitoring with same-day absence verification; (2) A secure web portal enabling collaborative creation and management of Personal Education Plans (PEPs) involving staff, carers, and social workers; (3) Advanced analytics and dashboards providing longitudinal outcome tracking across attendance, engagement, attainment, and progress aligned to Ofsted requirements and Virtual School statutory duties; (4) Full compliance with DfE approval requirements and all relevant UK government standards for accessibility, security, and data protection. The provider must address the current critical gap in automated pupil outcome tracking, which is largely performed manually. The solution should support statutory responsibilities for looked-after children and be scalable to related cohorts including children with assigned social workers and kinship arrangements as the service remit expands.
