Inclusive Growth Framework - Multi-Lot Service Delivery Commission

London Legacy Development Corporation is establishing a flexible framework to commission services that advance inclusive growth, equality, education, skills, employment, enterprise, community participation, and evidence-based decision-making across Queen Elizabeth Olympic Park and East London. The framework comprises six lots: (1) Education Programme Delivery, (2) Employment and Skills Support, (3) Community Engagement and Capacity Building, (4) Research and Evaluation, (5) Business Support, and (6) Strategic Consultancy Services. Suppliers will design, coordinate and deliver education and careers programmes, employment and training support, employer and participant engagement, community consultation and capacity building, research and impact assessment, business advice and mentoring, and strategic policy consultancy. All services must be accessible, inclusive, and culturally competent, with strong programme management, stakeholder engagement, transparent pricing, and measurable social and economic outcomes. The framework allows eligible authorities to commission assignments, projects, and programmes of varying value, duration, and complexity. Eligible suppliers should register on the eSourcing portal to express interest and respond to specific opportunities.
