    Brief

    Homes England is seeking experienced Development Partners to lead comprehensive residential-led mixed-use regeneration of two major catalyst sites in Sheffield City Centre: Furnace Hill (Lot 1) and Neepsend (Lot 2). These strategically important developments aim to transform underutilized industrial areas into vibrant urban neighbourhoods with new homes, public spaces, and heritage conservation. Furnace Hill comprises 2.57 hectares with plans for 825 homes, commercial space, and a landmark tall building, with an indicative GDV of £165 million over 96 months. Neepsend spans 2.5 hectares and will deliver 480 homes plus commercial uses with an indicative GDV of £125 million over 72 months. Both sites have significant heritage assets requiring sensitive regeneration. Development Partners must have strong financial capacity and proven expertise in sustainable residential regeneration, planning, funding, construction management, and delivery of complex multi-phase developments. Partners will be responsible for masterplanning, securing planning approvals, obtaining investment, managing construction, coordinating sales and lettings, and delivering projects through completion. This opportunity is delivered in partnership with Sheffield City Council through the Sheffield Together Partnership to support comprehensive city centre regeneration.
