    Brief

The London Borough of Harrow is seeking specialist consultancy services to develop a comprehensive Asset Management Strategy for its social housing portfolio of approximately 4,800 dwellings, including 17 sheltered housing schemes. The consultant will review and improve current asset management practices to align with the Council's corporate objectives, resident priorities, and regulatory requirements. Key deliverables include: assessment of stock investment needs and compliance obligations; evaluation of building safety, Decent Homes Standard compliance, and asset performance; analysis of sustainability and energy efficiency objectives; recommendations for resident engagement and governance arrangements; and long-term financial planning. The strategy must address requirements from the Building Safety Act 2022, Awaab's Law, the Regulator of Social Housing Consumer Standards, and other relevant housing legislation. The successful bidder will produce a detailed Asset Management Strategy document and implementation roadmap to guide the effective management, maintenance, compliance, and investment of the Council's housing assets over the long term.
