    Brief

Leicester City Council is seeking a single supplier to provide a comprehensive audio visual (AV) conferencing, presentation, and webcasting system for the Town Hall Council Chamber. The scope includes supply, installation, commissioning, and ongoing maintenance. The system must be scalable to accommodate potential expansion resulting from Local Government Reorganisation affecting Leicester City Council's political boundary. This is a single-supplier contract because the installation requires multiple integrated systems that must operate cohesively; splitting the work across multiple suppliers would increase technical risk, complicate liability allocation, and create management complexity. The existing AV system is no longer fit for purpose, with degraded audio quality and interference issues that are particularly problematic for public webcasts. The replacement system must be operational by 17 September 2026, in time for the first Council meeting after the summer recess. Due to the tight timeline, a preliminary market engagement was not conducted. Suppliers should demonstrate experience in large-scale council chamber AV installations, system integration capabilities, and ability to meet the September 2026 deadline.
