    Brief

    Denbighshire County Council is seeking support to engage communities and stakeholders in developing its Corporate Plan (2028-2033) and a long-term vision for 2050. The Council will conduct a market engagement exercise to explore available options before deciding on procurement approach, which may include procuring one or both work packages separately or combined. Work Package 1 (January-March 2027) focuses on community engagement with residents and stakeholders to ensure the Corporate Plan reflects local priorities and meets obligations under the Well-being of Future Generations Act and Equality Act. Work Package 2 (September-November 2027) involves engaging Council Members, staff and partners on wellbeing objectives and a 5-year activity programme. Successful suppliers must demonstrate ability to build trust across diverse community groups, strengthen democratic engagement, and reach underrepresented or disengaged populations. Key deliverables include an evidence-based long-term vision, corporate plan and strategic equalities plan; digital engagement products; and optional training for up to 10 council officers in community facilitation. Expected outcomes include improved community understanding of local challenges and the Council's role, increased trust and confidence in the Council, higher democratic engagement particularly among young people and hard-to-reach groups, and enhanced officer facilitation skills. Budget: £50,000-£60,000 including VAT.
