Recycling, Waste and Street Cleansing Services Contract

Wirral Council is seeking a contractor to deliver comprehensive recycling, waste collection, and street cleansing services across the borough. This is a major contract covering residential waste collection (residual, recycling, food waste, and garden waste) from street-level properties, communal properties, and flats above shops, plus commercial collections from schools and council offices. The cleansing services include mechanical and manual street cleaning, litter bin servicing, street washing, removal of fly-tipping, dead animal clearance, seasonal maintenance, and traffic management, along with a rapid response service available 24/7. The council will provide and fund all vehicles required, including new food waste collection vehicles. Two service delivery options are available with different collection frequencies for residual waste. The contract includes flexibility for anticipated service expansions such as sub-terranean waste collection, extended dry recycling materials, film and flexible plastic collection, dual-stream paper and card collection, and small electrical waste and battery collection. The procurement was conducted under the Procurement Act 2023 using a competitive flexible procedure.
