Highway Maintenance Support Services Framework 2026

Leicestershire County Council seeks qualified organisations to supply additional highway maintenance resources on an ad-hoc basis to support its directly employed workforce. Services include pothole and carriageway repairs, kerb and drainage installation, gully maintenance, fencing, and minor civil works. The Council anticipates requiring up to 8 teams of 2 operatives with 7.5-tonne vehicles and 2 operated backhoe loaders, though actual demand will fluctuate based on commitments and budget. All teams work under direct supervision of Council employees. This NEC4 Framework Contract will appoint up to 5 suppliers selected on merit through competitive tender evaluation. The contract runs for a maximum of 48 months with a maximum total expenditure of £12,000,000. Pricing will be adjusted quarterly for inflation. Suppliers will be called upon via selection or quotation procedures as outlined in the contract documentation. Suitable applicants must be experienced in highway maintenance with trained operatives, appropriate vehicles, and equipment.
