    Brief

    The Mayor's Office for Policing and Crime (MOPAC) is seeking a single managed services provider to operate, maintain, and enhance the Unified Services Procurement (USP) platform - a critical digital system used across English and Welsh police forces. The platform enables the public to report crimes, access policing information, and engage with police services through web, chat, and voice channels. This is not a platform replacement - rather, the successful bidder will run and improve the existing system, consolidate current services, and modernize key components to support future policing reforms. Core services include managing public-facing websites (Single Online Home, Police.uk, and My Police Portal), providing AI-assisted chat services, handling data integration with police systems, delivering analytics and performance insights, and developing AI capabilities to support police staff and operations. The contract will support major strategic initiatives including potential police force consolidation, AI-driven service enhancements, user authentication through GOV.UK One Login, and seamless digital experiences across all contact channels. The platform currently uses Optimizely, React, AWS, Cisco Webex, Power BI, and other industry tools. The Authority will also consider optional services pricing for future enhancements and may award additional project work to the successful bidder. This procurement uses the Competitive Flexible Procedure under the Procurement Act 2023.
