Waste Composition Analysis for Flexible Plastics Recycling Pilot Programme

ReLondon is seeking a contractor to conduct a two-phase waste composition analysis for the FlexFlats project, which tests how local authorities can effectively collect flexible plastic waste (bags, wrappers, and packaging) from flat-dwelling households with communal bins. The analysis will examine waste from up to 15 residential blocks across three London boroughs (Bexley, Lewisham, and Kensington and Chelsea) covering approximately 500-700 properties per phase. Phase 1 will establish baseline data before the pilot intervention in September 2026, and Phase 2 will measure the impact of various in-home and external collection methods in January 2027. The successful bidder will sort and categorise all residual waste, dry recycling, and flexible waste streams according to detailed specifications, maintain appropriate waste permits and risk assessments, attend project meetings, and present findings. The work requires manual waste sorting at one or more licensed sites, statistical analysis of material composition and capture rates, and delivery of a final report. The contract budget is £60,000 including VAT.
