    Brief

Fenland Youth Hub is a commissioned service to provide coordinated, wraparound support for young people facing multiple barriers to employment and progression. The region experiences lower employment rates and higher youth disengagement compared to national averages, with additional challenges including mental health concerns, limited employability skills, financial capability gaps, and housing insecurity. The successful Supplier will establish and operate a central physical hub in Wisbech with regular operating hours serving as an engagement and triage point, where services including Jobcentre Plus Work Coaches will be co-located. The Supplier must also deliver regular outreach activity across the wider Fenland area to ensure young people in rural communities and those unlikely to access a centralised facility can participate. Required capabilities include: proven experience delivering youth-focused, place-based provision in complex contexts; organisational capacity and staff expertise to deliver employment and skills support; demonstrated ability to collaborate with statutory, voluntary and community sector partners; and skills in building trusted relationships with disengaged young people. The Supplier will design and deliver an inclusive, welcoming environment with tailored individual support, strong local partnerships, proactive youth engagement, and continuous improvement mechanisms using performance data and feedback.
