    Brief

    Royal Borough of Kensington and Chelsea (RBKC) is inviting experienced providers to deliver 24/7 staffed accommodation services for adults with severe and enduring mental health needs across two locations in the borough. The service will support a minimum of 62 residents across North Cluster (Lot 1: 29 beds in 3 buildings) and South Cluster (Lot 2: 11 beds with requirement to source additional facilities for 22+ units). Services must be delivered in a psychologically informed and trauma-informed environment, supporting residents with complex needs including substance misuse, forensic history, and challenging behaviours. Providers will deliver Section 117 aftercare under the Mental Health Act and Care Act support, with focus on recovery, independence, skills development, wellbeing activities, and move-on outcomes. The role requires robust staffing models with comprehensive recruitment, training and supervision; compliance with safeguarding, health & safety and data protection; integration with statutory and community partners; and performance monitoring against KPIs including resident satisfaction and move-on outcomes. This is a block-funded support service (excluding rent and housing management). Providers must enter into Housing Management Agreements with Registered Providers and demonstrate innovation, social value, and value for money.
