    This contract, awarded through the Government Commercial Agency (GCA) RM6309 Management Consultancy Framework Four (MCF4) - Lot 2: Strategy & Policy, supports the delivery of a £50 billion water infrastructure programme comprising 30 major projects designed to address long-term water supply and resilience needs across England. The water industry faces significant challenges in delivering projects of unprecedented scale, with current capabilities in major project and programme management across water companies, regulators (Ofwat, RAPID), and Defra requiring substantial development. Political commitment is high, as evidenced by the establishment of the Water Delivery Taskforce in spring 2025, chaired by Minister Hardy. The opportunity involves creating a comprehensive system analysis to clarify roles, responsibilities, and accountabilities across all key stakeholders including Defra, Ofwat, RAPID, water companies, and related organisations (Natural England, Environment Agency, DWI, NISTA). Current ambiguity risks duplication, inefficiency, misaligned efforts, and weak delivery outcomes. Suppliers will define core accountabilities for each organisation, identify required skills and expertise, establish governance and reporting interfaces, map critical specialist capabilities, and design an effective integrated system for successful major project delivery. This work is essential to ensure coordinated, efficient, and accountable management of England's most significant water infrastructure programme.
