    Brief

    The National Library of Wales is undertaking significant strategic development and transformation to support its 2025–2030 strategy. The organization is seeking a single advisory consultancy to provide strategic, economic, commercial, and organizational consulting services across multiple projects and programmes. As a Welsh Government-sponsored body, the Library must ensure all strategic investments and major decisions are backed by robust evidence, sound financial planning, and compliance with HM Treasury Green Book and Better Business Cases principles. The Library anticipates needing support for various initiatives including: capital investment in estate and infrastructure, development of new services and delivery models, commercialisation and income generation initiatives, organisational and operational transformation, and cultural and place-based regeneration opportunities. The advisory partner will provide support including early-stage option development, programme and business case preparation, commercial, economic and financial analysis, and implementation planning. The first commission will be preparation of a Programme Business Case for developing additional estate to support long-term storage capacity and resilience.
